Infill Program is announced.

The plan is announced by Mayor Kevin White and to be operated by the Boston Housing Authority. It calls for building some 1,000 units [300-Heath] of what is described as “instant housing” for large families on vacant, city-owned land by using mass-produced, pre-fabricated concrete shells to speed construction and reduce costs. Infill 1 is launched in 1971 and Infill 2 in 1972. However bankruptcy on the part of developers and the end of federal funding forced the plan to be abandoned, leaving unfinished, concrete shells in various neighborhoods for decades afterward.
